Have you tried turning off energy saver mode in the options menu? That usually fixes the lag issue.

Can it be played on Laptop or Computer other than Mobile only?

^ Yes it can, try an emulator

I have huge lag on my Galaxy Note 3 since the update but I assume its just become to crap to run it well. Emulator is getting usual delays between some things and initial lag in duels still happens at times, but its no where near as bad as my tablet.

I have had insane amounts of lag ever since the new patch came out. It was bad before they did the server instability fix, and it was great until the last patch.
