Guard and elite towers spam

We may need some adjustments to the number of towers allowed per city. There are cities held by 15+ towers already and there seems to be no logical limits to how many towers can be spammed. Some of the elite dwarf towers can cause decent casualties and it doesnt make sense to loose gold/silver troops which are harvested for months on something that can be spawned indefinitely within seconds.

Sugested limits:
Small city: 3 towers (1 elite max)
City: 4 towers (1 elite max)
Big city: 6 towers ( 2 elite max)
Giant city: 8 towers (3 elite max)

Max elite towers per kingdom: 5
Disallow placement of towers on resource bonus hex.

What i think would be interesting is if they allowed other buildings to be placed on hexes that were not cites.

For example a building that raised the troop cap of all adjacent cities by 100 or one that increased lumber production etc.

This ability could work off the same cool down as guard towers, making players have to choose between the 2.

Any in depth additions which allow for more strategy are welcome. But for now I belive numbers shoud be lowered.
It was noted in cities patch that Lilith wants to encourage captures by making cities more valuable...Its definetely going in the opposite direction when allowing excessive number of towers to be deployed.
