Balance realm with one monolithic kingdom

On some realms the situation now is that a one monolithic kingdom has rise, with everyone just waiting for the server merge (that's possibly is months away for some of the newer of older realms...).
But there are some player who got stuck behind in other kingdom with no cities and almost no way to power up.

Please consider ways to re-balance this unique situation.
Maybe allow players in kingdoms that has no cities at all to attack and plunder other cities even from the capital? (the attackers can still revenge as today)
Or maybe proceed in the void even to the next stages?

If conquering the entire map doesn't mean the game is over and closing the realm, in my opinion it need to be given some more meaning in keeping playing there.

I agree, there really should be some way to WIN the Game. That is to say, ONE Kingdom occupies every city on the map. Once that is achieved. Everyone on that server must move to another server. Maybe there could be some kind of stats for each player that indicates how many times they have Won the Game. Or maybe a star behind their name for each time they have won the game.

A Game that can't be Won, will cause a lot of people to get bored really quick, and end up quitting the game. But if there is something that a person can set a goal for, like winning the game, that would keep people interested in the game, and continue to play, and continue to spend money. You could also gain a specific item to a unique set of equipment for each time you Win a Game. Win 6 games get the full set of items, which would be super awesome. That would keep people playing for years to achieve such a goal.

People are goal oriented. If they run out of goals to achieve, they will get bored and leave the game.
